The book analyses the profiles of the Union's external action with particular attention to mixed agreements. In a context characterized by the constant growth of the Union's competences, the mixed agreements constitute a legal instrument of which the Member States and the European Union, each within the limits of their respective competences, use to negotiate, sign and implement obligations with third States. Difficult to place with regard to international responsibility profiles, mixed agreements are also a tool of strong political pressure available to Member States to limit the continuous growth of internal competences of the Union. They are relevant from the point of view of international law because they determine an obligation that is at the same time of the Member States and of the Union, but they are also relevant from the point of view of European law as they are part of the European legal order.
