The measures adopted in the pandemic emergency have caused a redistribution of responsibilities between the State and families in the field of education, fostering serious critical issues, in conjunction with the widespread diffusion of remote working, which has exposed employed mothers to disproportionate tensions and risks. Distance learning has made it possible to guarantee the right to education and revealed good potential, but also showed the risk of widening inequalities and exclusions, alongside to severe constraints in managing the employment relationship of school staff. The contribution analyses the measures adopted by the Government together with the ministerial directives and the positions of the trade unions in the sector, with the aim of bringing out the regulatory choices that have contributed to the emergence of these tensions.
