MANGIONE GABRIELLA

Gabriella Mangione graduated in Law from the University of Milan in March 1988. From February 1988 to May 1989, she completed a traineeship at the Directorate-General XX (Financial Control) of the Commission of the European Communities in Brussels.
She earned her PhD in Law from the University of Milan in 1992, under the supervision of Professor Giovanni Bognetti. During her doctoral studies, she obtained the Diplôme Supérieur de Droit Comparé from the Faculté Internationale de Droit Comparé at the Université Robert Schuman in Strasbourg (1989, 1990 and 1991). From 1992 to 1995, she held a postdoctoral research fellowship at the University of Milan.
From 1995 to 2001, she served as Assistant Professor (Researcher) at the University of Insubria in Como. She was appointed Associate Professor of Comparative Public Law in 2001 at the Department of Law, Economics and Cultures, where she taught and conducted research until 2016. Since 1 March 2017, she has been Full Professor of Comparative Public Law at the same Department.
Since 1991, she has been Lehrbeauftragte (Adjunct Lecturer) at the University of Regensburg (Germany), where she teaches the course Einführung in das italienische öffentliche Recht ("Introduction to Italian Public Law"). Since 2011, she has also taught Italienisch für Juristen ("Italian for Lawyers") at the same university.
She also serves as the academic coordinator for institutional cooperation between the Department of Law, Economics and Cultures and Villa Vigoni – the Italian-German Centre for European Dialogue, located in Loveno di Menaggio, on Lake Como, Italy.
From 1995 to 2025, she served as Erasmus Coordinator for both the Faculty of Law and the Department of Law, Economics and Cultures.
Professor Mangione has delivered invited lectures and presented papers at numerous international conferences hosted by the Universities of Regensburg (Germany); Alba Iulia, Sibiu and Pitești (Romania); Gdańsk, Zielona Góra, Rzeszów and Toruń (Poland); Vilnius (Lithuania); Lomonosov Moscow State University (Russia); Complutense University of Madrid and Rey Juan Carlos University (Spain); and at the Constitutional Court of the Republic of Moldova.
At the invitation of the Konrad Adenauer Foundation, she participated in the World Law Congress held in Barranquilla, Colombia, in December 2021. She was also invited to the World Law Congress in New York (July 2023) and Santo Domingo (May 2025).
She regularly undertakes research stays at public institutions, governmental bodies, and German—particularly Bavarian—courts.
Research Interests
Professor Mangione's research focuses primarily on:
• German constitutional law;
• Fundamental rights in Germany;
• Relations between citizens and public administration in the Italian and German legal systems;
• Italian regional law and German federalism;
• The Bavarian system of government and its distinctive features.
