The essay aims to describe the process to approve the public budget in the Cuban national case, with special regard to the relationship between Government and Parliament. The budget process is analysed in its three main steps –preparation, presentation and parliamentary discussion –in order to understand ifand in which measure the recent constitutional reform regarded it.
