D'ELIA GIUSEPPE

Born in Milan on 19 April 1969, he graduated in Law on 8 July 1994 with a grade of 110/110 cum laude, discussing a thesis on “Provisional constitutionality and supervening constitutional illegitimacy in judgments on laws” (Supervisor: Prof. Valerio Onida).
Since September 1994, he has carried out scientific and teaching activities at the Faculty of Law of the University of Milan, Verona and Insubria, with Professors Valerio Onida, Maurizio Pedrazza Gorlero, Vittorio Angiolini, Nicolò Zanon and Marilisa D'Amico.
in 1995/96, he completed his compulsory military service in the Carabinieri;
on 6 July 1998, he obtained a PhD in Constitutional Law, discussing a research thesis on: ‘Constitutional problems of criminal prosecution’ (Tutors: Prof. Valerio Onida and Prof. Vittorio Angiolini);
in January 1999, he obtained his professional qualification as a lawyer at the Milan Bar;
in 1999, he obtained a research grant at the Faculty of Law of the University of Verona;
in the academic year 2000/01, he was a researcher in constitutional law at the Faculty of Law of the University of Insubria;
in the academic years 2001-04, he was a lecturer in Parliamentary Law, Public Law Institutions and Constitutional Law at the Faculty of Law of the University of Insubria;
For the years 2003, 2004 and 2009, he was Auditor of projects of significant national interest.
since the 2004/05 academic year, he has been Associate Professor of Public Law Institutions at the Faculty of Law of the University of Insubria, where he has taught
Parliamentary Law, Public Law Institutions, Constitutional Law, Advanced Constitutional Law, Sources of Law, Constitutional Justice, and Press and Law. He currently teaches Public Law, Administrative Law and Private Law.
He was a member of the examination boards for admission to the bar at the Court of Appeal of Milan in the 2009-2010 and 2010-2011 sessions.
He was a member of the teaching staff of the PhD programme in History and Doctrine of Institutions at the University of Insubria and of the teaching staff of the PhD programme in Italian and European Constitutional Law at the University of Verona.
In 2024/25, he was President of the Mons. P. Zerbi Municipal Institution in Saronno.
since 2015, he has been registered in the Special Register of lawyers admitted to practise before the Court of Cassation and other higher courts and practises law at his office in Saronno;
he is a member of the Scientific Council of the Research Centre on Federalism and Local Autonomy.
